Chat panel is the way to communicate in the FS World. To use it, both you and the person you want to communicate to, have to be in the game and not in match. It has 5 channels.
Spatial channel allows everyone around you to hear you. Text in spatial channel appears in white. It is recommended to keep it english.
FS Club channel allows everyone in your FS club to hear you no matter where in the world they are. Also can be heard from desert. Text in FS Club channel appears in blue. It is recommended to keep it english.
PMC Channel allows everyone in your PMC to hear you. Text in PMC channel appears in red. You are free to use whatever language you want in this channel.
Private Channel allows you to talk directly to a person. To do it, type "/tell (nickname)", for example "/tell Robby". If this person is in match, you will receive a response that he's in match and can't hear you. However, if this person is offline, you will receive no notification on that, just no reply. The only way to find out, whether person is online or not is to add him to your contacts list (you may immediatly remove him from the list once you learned his online status). If you type a second or more messages to the same person, you don't need to preceed them with "/tell (nickname)", just type in that channel. If your last message was in private channel, to respond in private you also may omit "/tell (nickname)", it will automatically respond to the last player that PMed you. If your last message was not in the private channel, you need to type "/tell" but may omit the nickname and it will be directed to the last player that PMed you. However, if somebody else tells you something in private while you are typing a response, your response will be directed to that person instead of the person you were intended to respond too.
Note, that "Messaging" is not a mean of communication. Players can not send messages to each other.

There are two ways to communicate in match — match chat and VOIP. Use F1 to turn VOIP off and on, you can also go to match setup tab on the character screen to set match VOIP as on or off by default.
[edit] Other means of communication
1. #fs channel on QuakeNet used to be the official IRC channel for FS. Now it is no longer officially supported and is muted most of the time. It is only open for some events.
2. #fs-chat channel on QuakeNet is unofficial IRC channel that is often used for arranging PMC matches and everything else
3. #fs.pl channel on QuakeNet is commonly used by polish players.
PM on official forum is another way to reach a person you want, but it may take a while.
